FCC NOTICE: W18EW-D MAJOR CHANGE APPLICATION TO LICENSE FCC FILE # 0000258910 CH 22 15 kW DIRECTIONAL RC 263 M AMSL NASHVILLE, TENNESSEE ENGINEERING NARRATIVE AND RF RADIATION ENVIRONMENTAL ANALYSIS
W18EW-D is a licensed LPTV DTV facility authorized in file number 0000258910. The proposed facility is believed to qualify as a major change: The applicant proposes herein to move to a registered tower site, FCC ASR # 1037951. The site change and proposed facilities are believed to comply with FCC policy and rules based on the following: The proposed site is located a distance of 108.19 kilometers (67.2 miles) from the licensed site in compliance with the Major Change maximum distance of 120 kilometers. The proposed antenna system will employ a UHF panel array, designed in Aldena EMLAB, which provides a radiation pattern which lies wholly within the radiation pattern of an Alive Telecom ATC C4R custom pattern. The antenna system will be oriented at an azimuth of 270 degrees with respect to true north and has a beam tilt of 1 degree. The antenna radiation center is 82.6 meters AGL. Formula 10 of OET Bulletin No. 65, Edition 97-01, has been used to calculate the power density with a value for F of 0.25. The calculated power density for a power of 15,000 watts, H. Pol., is 4.82 microwatts per centimeter squared, which is 1.4% of the 345 microwatt public exposure limit. Based on this analysis it is believed that the proposed facility is in compliance with OET-65 Guidelines. The applicant will reduce power or cease transmission as required to meet FCC OET-65 Guidelines. Access, power and supporting structure are all existing. The tower site carries FCC registration 1037951. Inserted below is the TVStudy Report for CH 22 based on the facilities described above with the antenna oriented at 270 degrees true. As can be seen at the conclusion of the report, there is no impermissible caused interference. It is believed that the proposed facility provides full protection to other television facilities.
