FCC NOTICES: WVNM-LD MAJOR CHANGE APPLICATION TO LICENSE FCC FILE # 0000152606 CH 21 10 kW DIRECTIONAL RC 146.9 M AMSL OGDENSBURG, NEW YORK ENGINEERING NARRATIVE AND RF RADIATION ENVIRONMENTAL ANALYSIS
WVNM-LD is a licensed LPTV DTV facility authorized in file number 0000152606. The proposed facility is believed to qualify as a major change: The applicant herein proposes to remain at registered tower site FCC ASR 1004373. CH 21 is proposed and the ERP is increased. The site change and proposed facilities are believed to comply with FCC policy and rules based on the following: The site location remains unchanged and channel 21 is now proposed rather than CH 20 as licensed all of which complies with the Major Change maximum distance of 120 kilometers. The proposed antenna system will employ An Alive Telecom, horizontally polarized, slot, model number ATC-BCH23P-21 custom. The antenna system will be oriented with the lobes at 45 and 225 degrees with respect to True north. The pattern carries FCC ID 1012858. The antenna radiation center is 47.2 meters AGL. Formula 10 of OET Bulletin No. 65, Edition 97-01, has been used to calculate the power density with a value for F of 0.5 The calculated power density for a power of 10,000 watts, H. Pol. is 40.8 microwatts per centimeter squared, which is 11.96% of the 341 microwatt per centimeter public exposure limit. Based on this analysis it is believed that the proposed facility is in compliance with OET-65 Guidelines. The applicant will reduce power or cease transmission as required to meet FCC OET-65 Guidelines for worker and public exposure. Access, power and supporting structure exist as noted above. Please find below the TVStudy Report for CH 21. Based on the facilities described above, with the antenna lobes oriented at 45 and 225 degrees True, as can be seen at the conclusion of the report, there is no impermissible interference caused. It is believed that the proposed facility provides full protection to other television facilities. It is noted that with Canadian stations considered there is no impermissible interference.
