Proposed Change in Facilities WXSL-LD is a licensed LPTV DTV, facility on CH 21 as authorized in file number 0000273709. This application proposes a 32.36 kM move to a registered tower site allowing an expanded coverage area on CH 21. This application proposes to relocate to FCC ASR 1020785 with an antenna radiation center AGL of 295.4 meters (969 feet). The antenna is an Alive Telecom 14 slot, custom, elliptically polarized oriented with the antenna lobe center at 135 degrees true. The ERP will be 15 kW H.Pol. and 4.5 kW V.Pol.. The proposed facilities are believed to comply with FCC policy and rules in effect currently. The proposed site is located inside the licensed 51 dBu contour. As noted above, the custom antenna system consists of a 14 slot, custom, elliptically polarized antenna, Utilizing formula 10 of OET Bulletin No. 65, Edition 97-01, a value F of 1.0 has been used to calculate the power density 2 meters above ground. The maximum power density is 7.56 uw/cm squared for a total ERP of 19,500 watts. This value is 2.2% of the Public Exposure MPE of 341 microwatts per centimeter squared. Based on this analysis it is believed that the proposed facility is in compliance with OET-65 Guidelines. The applicant will reduce power or cease transmission as required to meet FCC OET-65 Guidelines. The proposed support structure and building are existing along with access road and power. Below is a copy of the TVStudy interference analysis for CH 21 based on the facilities described above with the center of the antenna pattern main lobe oriented at 135 degrees true. As can be seen at the conclusion of the report there is no impermissible caused interference. It is believed that the proposed facility provides full protection to other television facilities.
